Idaho HJR 4 and HJR 6 (2026)

Constitutional amendments checked October 12, 2026. Official yes/no effects cite the Idaho Secretary of State’s Initiatives & Amendments page. Real Impact summary and position are labeled separately.

What is Idaho HJR 4?

Official status: Idaho HJR 4 is the Grant Legislature Exclusive Authority and Prohibit Citizen-Initiated Measures on Marijuana, Narcotics, and Psychoactive Substances Amendment, listed for the November 3, 2026 general election. Full text: Idaho Legislature HJR 4.

What does a Yes or No vote on HJR 4 do?

Official (VoteIdaho): A yes vote supports this constitutional amendment to provide that only the Idaho State Legislature shall have the authority to legalize marijuana, narcotics, or other psychoactive substances, and remove the ability for citizens to initiate state statutes that would legalize these substances. A no vote opposes the amendment, retaining the ability for citizens to initiate those statutes.

Is a marijuana legalization initiative on the 2026 ballot?

Official status: No. The Idaho Secretary of State lists the Idaho Medical Cannabis Act and the Decriminalize Cannabis Now Initiative as did not qualify for the November 2026 ballot. The marijuana-related item that is on the ballot is HJR 4, not those initiatives. Proposition 1 is a separate reproductive-freedom initiative — not marijuana.

What is Real Impact’s position on HJR 4?

Real Impact position: Vote Yes on HJR 4. Keep marijuana and narcotics legalization as a decision for elected legislators, not a citizen-initiative campaign.

What is Idaho HJR 6?

A no vote opposes adding that constitutional provision (English remains official in statute only). Full text: Idaho Legislature HJR 6. Real Impact position: Vote Yes on HJR 6.
